Many factors at play here. In JAV, the companies have a certain brand identity to them and they tend to keep actresses and get new actresses that fit their brand. This is especially important with companies that offer exclusive contracts. Some actresses also outgrow the brand, maybe aged out of the brand identity or they might want to explore genres not offered to them by their current company. There is also the third factor of the agency, which holds certain actresses and guides them towards career opportunities. These agencies have the power to advice them, and maybe even give them opportunities to be poached by other companies. But the biggest factor is likely the economy. Exclusive contracts are expensive but also limiting, so likely that some actresses are pushed towards freelance so that they can take way more jobs than what the exclusive contracts offer. So for example, we have a case like Waka Misono who started as an SOD exclusive for a few movies but moved to freelancing for more opportunity to make $$$ with hardcore movies. And we have a case like Ichika Matsumoto who was a prolific freelancer, now a Honnaka exclusive because she wanted to chill a bit more and tone down her output but got a big offer for the exclusivity due to her popularity. So, TLDR: It's a marketing, branding and economy thing.
