Sometimes it comes with changing agencies. For instance, if an actress has upgraded to a top tier agency, chances are she will attract more fans with better PR.

I've a different take on this. I believe, there is a cycle for everything and the recent shift in the industry stands testament to it. The industry is due for a resurgence and it will only gravitate upwards from here on.
